It would be enough for using the internet and simple web usage.. like without gfx etc. Gfx-card is must if you want to do even bit more on web, but then you also need more memory in practise.
You can access the aminet without browser too. It would be faster on lowend system. There's tools like adt (aminet download tool) etc. It has search options, reading readmes works and of course downloading the actual file
