Mike - OS 4 is included in the cost of the Amiga One IIRC.
Early Bird Owners get it as they have essentially already paid for it.
Jep ... All AmigaOne include license for Amiga OS 4.0 ... So if you have bought an AmigaOne you have also bought AmigaOS 4.0 :-D
