Technically, OS3.9 does come with a TCP/IP stack and a browser.
You'll need some method of physically connecting the Amiga to the an Internet gateway, such as a NIC or a modem..

I think Genesis is the one that comes with 3.9.  And, I think there was a SYS:Internet drawer, could be wrong.
Miami is technically no longer available.

I would have to guess easynet.device or something.  Check your DEVS:Networks.  If you don't find anything there, use the Window\Find... feature of OS3.9's Workbench, and search the disk that came with the card for files named ".device"

I don't know Genesis, but it sounds to me like you didn't delete all of it.  Unfortunately, since I don't know it, I can't help you get rid of it.
