Running Windows one can always use AquaDock which in a rather flawless way imitates the Mac dito.

Running Classic AMiGA I think that it would be extremely slow using a startbar with transparency that also supports magnifying the icons when held over. A pre-rendered solution would probably work, but then it would instead consume some hefty amount of memory (running a GFX-card that would probably not be an issue, but anyways).
Amiga 1200, Mirage Tower, PC-Key 1200, Blizzard 1260/50, SCSI Kit, 256MB RAM, 40GB HD, Mediator SX, Soundblaster 128, Voodoo 3 and Realtek 8139.

That above is AmiDock for OS4 where you don't have to have that ugly arrow on either side of your startbar. Don't think that is possible with 68k AmiDock though.
