It's sheer laziness on the part of the seller. They either don't want to fill out a CN22 customs label (UK) or they don't know how. Many stick to sending to EU countries (or local USA) so no extra paperwork inviolved.
I for one have no problems sending to Norway, have done so many times in the past and will no doubt continue sending in the future.
