Do you mean something like RDesktop from Aminet?
It's not very fast and you need a graphics card to get the best colours, but it works well.

You need to check RDeslTop out then, because it seems to do exactly what you want.
ie, you can run ANY Windows program you want from your Amiga!
Basically, the Amiga "dials in" to your PC and you then control the PC from your Amiga.
