At 7.16Mhz, it's 140ns/cycle and 68000 takes multiple cycles to do a memory fetch.  NOP instruction which requires one opcode fetch takes like 4 cycles (2 for memory fetch and 2 for doing nothing internally).

I did have this Spirit Tech. Inboard which had problems with RAM access and their tech support sent me a 68000-10Mhz version which got rid of the problem.
