1. First thing that strikes me, is that laptop LCDs almost never have standard VGA connectors.  They're most likely hardwired directly to the graphics card.

2. I doubt that they will go as low as 15KHz.  I did a couple of searches, and all I found was 31KHz on Dell laptops, which means that you (at least theoreticall) can use DblPAL/DblNTSC.

3. Tip: Ask those you heard the rumour from :)
