You will probs need a scandoubler, i dont know of a monitor that goes down to 15hz.
1) NEC 3D (possibly, not sure about this one)
2) CTX AD-1970 (this one I know for sure because I have one). Unfortunately, it's not being made any more (stopped quite a while ago).
