Also you get your connection from a commercial company and they gets their connection....
And some phone/"telecommunication" company owns the physical wires.
It´s not academical playground funded with public funds.
As for ICANN in the long run it´s either the UN or moving to Swizerland, I think the later would be preferable.
Or they could always set up offices in various taxparadises, where foregin and international law would have a hard time to reach them.
