1) Is there a convert program from jpeg to eps?
Yes, it's called XTrace by Ronny Schuetz.  It's shareware, so feel free to d/l it & try it out.  It converts bit-mapped images to vector images & vice versa.  It save in 3 different EPS formats: (1)EPSB (Binary), (2)EPSF (File), & (3)EPSI (Interchange).  It's amazingly flexible & chockfull of options.  BTW, for big .JPGs, you might need to increase the stack size.

Provector 3.0 came with a program called "StylusTracer", but it does not work with .JPGs as input - only IFFs, I believe.

2) Is it possible to use pagestream to create manipulate eps pictures?

Create?  I don't think so.  Manipulate?  Most probably

Have you tried out XTrace?  If so, how did it work out for you?
