I have just always figured that it was in everyone's best interest to keep everyone on the same page as much as possible.  It makes developing new software so much easier.  With the shrinking amount of Amiga users it's very important that programmers know what OS is going to be used.  Were 3.5 and 3.9 earthshattering upgrades?  Maybe not in some peoples eyes.  Are they improvements over earlier OS's.  Yes.  Can you upgrade an earlier OS with PD stuff from Aminet to be able to do some of the things that 3.5 and 3.9 offer?  Yes in some cases you can but at what price?
