You don't just need the PC0 file (or mountlist entry) in Devs/DOSDrivers (or Storage/DOSDrivers), you also need CrossDOSFileSystem (in L) and mfm.device (in Devs). There may be other bits, it's a while since I've booted my A1200, but I will do so if you don't get this sorted out.

Workbench 3.x should have it. It might be in Storage (see my avatar).

Have you got CrossDOS in Tools/Commodities? (I think this is right, I haven't dragged my A1200 from the closet yet).

CrossDOSFileSystem goes in L, CrossDOS itself goes into a directory in the system's search path, and Tools/Commodities is ringing bells for me as I recall that it is controllable through Exchange...

You could also put CrossDOS into WBStartup, and then it will be run when the machine boots. The DOSDriver (PCx) which is really just a modified MountList entry, controls which device it works on, the FileSystem lives in L, and mfm.device (in DEVS:) replaces trackdisk.device (in the ROM) when it is active. It sounds complex, but isn't really. (I used to use it on my A570 CD drive with an A500+ to read PC CDROMs.)
