Easy_burning worked well for my needs under Win98. I preferred it to Nero, but I didn't need any "advanced" features.
Edit: Also, for disks, I use Datawrite 1x-52x 700MB CD-R. This was on recommendation from my local PC shop, their engineers used them and said they had had no problems. I have so far only produced 2 coasters (out of approx. 50 written), both of which were early on, and I can't prove that it was the disks rather than me {bleep}ing up that was the cause, so they seem ok.
