For official titles released on UMD the PSP is locked to 222Mhz. The homebrew scene has managed to unlock it so that there apps can be run at 333Mhz.
That's still only 33Mhz faster than the PS2 (300Mhz).
The PSP is severely hampered by it's very narrow bus which it shares for memory access with it's GPU, plus the PS2 has two vector units (VU0 & VU1) whereas the PSP only has a vector co-processor (like an extended fpu).
In theory the PS2 should be much faster but see below...

Are you running UAE through PS2 Linux? If so that would account for the performance difference between other peoples PSPs and your PS2 version. The PSP version is a native app that directly accesses the hardware.
