The older MultiSync/MultiScans did go down to 15khz. Among them, Sony CDP1302, CDP1303, NEC MultiSync II, Mitsubishi AUM1381, that I am aware of and have tested. There was actually a NOS Mitsubishi AUM1381 on EBay a couple weeks ago. These are hard to get. Just keep your eye open on EBay.
