Do the same as you do on 1.3: put the binddriver file inside the Expansion drawer, save the FFS archive in the boot sector of the boot partition.
Remember to not use the later FFS from 3.1 if you want retro compatibility. Also remeber the differences between 1.3 & 3.1 DOS commands.
