Did you use the PSU tick or the internal motherboard's Vsync? To ensure that the A3000 works, connect jumper J350 across pins 2-3 to ensure that the machine generates the TICK signal from the VSYNC signal.

 That's a fail-proof way to eliminate the lack of "tick" signal as a fail cause.

 Recapping the board can help, too.

Time to clean the motherboard in the most drastic way: toss it inside the dishwasher in ecological cycle and let it dry for a week in a ventilated cupboard, them assemble it again.
