An A4000T don't boot if the SCSI chain is not terminated.
Either by a terminated device (like a CD-ROM) or the "passtrough" connector on the back side. Check the SCSI cable, too.

Also check SMT electrolytic capacitors on the board. Swap 'em all, if you get a chance.
EDIT:
This is why I insist in swapping the SMT caps around the Amiga boards:
