With free web browsers only becoming a reality by '94... Commodore had tanked by then. Put bluntly, The web didn't really exist (in a useful sense), until after Commodore failed.

CompuServe also had an internet gateway but as mentioned before it was all terminal based gopher and ftp. html and http were out but licensed until the mid 90's.
