The majority of people are not looking for Payback style games for their PDA. That is what your desktop machine is for. People are looking to play small games, which don't take a lot of time so they can play it while waiting for the doctor, at a restaurant, etc.
If I want to play Payback, I don't want to be looking at a very small screen for hours, I'll play that when I get home.
