Where does it say its restricted to US residents?  The seller doesn't explicitly say he will ship internationally, but he doesn't say he won't, either.

Its like the old saying, "Its always easier to beg forgiveness than to beg permission."  

In other words, just buy the thing and then play innocent if he gives you a hard time about shipping overseas.   :roll:
