Setting boot priority of SCSI devices?

If you've read about my A2000 failure, you might know I am setting up an A3000 now with external SCSI CD-ROM drive.  Is there a way to set things up so that the Amiga DOESN'T try to boot first from the CD drive?  That really delays the boot process (all the polling of the CD drive before trying the hard drive).

Can it be done through HDToolbox or do I have to set something in the RDB of the hard drive (BootPri)?
