The PAL version of the C64-DTV (D64 is a file format for C64 emulators) does have 2MB of flashable RAM I believe.  You can load new games onto it, but it will still involve hacking some ports onto the joystick.

just type "c64 dtv flash" in any search engine.  Comes up as first hit.
