I'm not sure how the WinUAE suggestion is going to help your situation.
PC's cannot write to Amiga formatted floppy disks. There is some limited support for reading PC formatted floppies on an Amiga, but I'm not sure that Workbench 1.3 can do it without extra software.
The two easiest methods are to either buy a nullmodem serial cable and transfer the files that way (
