We won't be preloading OS 4 on harddisks.
OS 4 OEM will ship on CD.
I'm sure Gary meant that the voucher can only be used when you buy certified hardware plus the OEM version of OS 4 (right now this means an AmigaOne plus OS 4)
Anything else doesn't make sense
