most times this happens if any application initializes (or tries to initialize) the tcp stack BEFORE it is started.
possible solutions : do an avail flush (clears all unused libs from mem) and then start your tcp stack again.

if this doesn't work, get snoopdos from aminet and try to find out where and when this happens.

great :-)
this effect takes also place if you lauch an app (eg. telnet) w/o starting a tcp stack before.
