i have the very same problem ...
with oute the scsi ,the amiga boots OK,
with the scsi on board,i get the rainbow and then black screen ,
and then it will reboot,again rainbow and again and again.
note that the rom updates successfully.
should i try updating from floppy,because i programmed from ide hard disk.
