BlizzPPC Fan wont spin

My fan on the ppc wont spin I have read in another thread that this could mean the 5V rail is damaged how can i tell if so how can i fix it ppc runs fine but I am concerned. There appears to be no physical damage but is ther something i can test with a multimeter. If so what do i do to sort

also how can i tell what revision my board is by looking at it

the fan will spin when powered seperatley

ive tested the power line it produdes no voltage. no physical sign of damage but how would i repair it.
