iffparse.library v39 comes with Workbench 3.0.  If you have WB 3.0 or later installed you already have it.

Check you don't have any other versions of iffparse.library lying around.  If something else has a local copy of iffparse.library v37 and opens it before you start Video Toaster, the Toaster will only see v37 even if v39 is in libs:.
