There are some CDXL tools on the Amiga DevCD, but these are the original ones that Commodore shipped and I think they are complicated command line jobbies (I haven't tried them).

Maybe there is a reason why CDXL isn't used much, even on the Amiga?

I've found a tutorial here (English) which may help.  I strongly recommend the German version if you can read German (the English one doesn't make sense in places due to automatic translation).  It seems to cover everything but I only skimmed through.
