What exactly does WHDLoad allow you to do?  Does it allow you to play any Amiga game from your HD?

It allows you to play any Amiga game from your HD which has had a WHDLoad installer created for it. There's a list of installers here:

Will it allow otherwise non-compatible Amiga games to work on your particular model Amiga (ex.  Alien Breed on an Amiga 1200).  

Yes, the installers generally make the game more compatible.

WHDLoad usr. The Dev archive is for making your own installers for games which don't already have one.

Just install the usr archive, then go to the link I posted above and download installers for the individual games you want to install. Run each of their installers and follow the instructions.

If you are using an accelerated Amiga 2000, will the games play faster or will the program slow it down to actual speed>  Thanks.

I think it depends on the installer. Generally they run at the proper speed.
