No. The "to" is not strictly being used as a preposition, but as part of a verb phrase, so it is acceptable to use it at the end of the sentence. If you insist on not placing "to" at the end of the sentence, the only way to construct it would be something like "Replied to all PMs". "ALL PMs have to which been replied" is agrammatical (and sounds ugly).

That sentence still ends with "to", and Weirdami was referring to the rule in English that a sentence shouldn't end with a preposition. However, judging by the thread title as changed by him (really annoying BTW) he's not exactly an authority - he can't even *spell* grammar :-P

Realistically, never allowing sentences to end with prepositions results in some very awkward and ugly constructions, so it's a rule I'm prepared to break from time to time ;-)

"Replied to" is the past tense, and would technically require an object after the "to", showing what was replied to. E.g.:

"I replied to all PMs"
 
"Have been replied to" is the present perfect tense. Since it is a passive construction, the object comes before the verb phrase. E.g.:

"All PMs have been replied to"

This is technically incorrect, since the sentence ends with a preposition ("to"). However, "replied to" could be considered a verb in itself, ridding "to" of the property of preposition and rendering the sentence valid.
