What about using such a board in conjonction with an ISA Siamese in an A2000? Can the Siamese plugged in an ISA slot work with this board as a regular PC board?

No. This card is not a bridgeboard so will not bridge the other ISA slots on the A4000 daughterboard on to the SBC's ISA bus. If you want to do that, then you would have to use a bridgeboard.

If the SBC has a network card on it then you could network it to your Amiga and use VNC to control it and view its desktop on your Workbench. Not much good for games, but perfect for Internet access and office apps.
