Sorry to hear about this... (I should know, I was in a similar situation a while ago).
Anyway, I guess you have already checked that the 060 is seated properly, if yes then I think your last bet would be to try another 060 or maybe a new crystal.
Make sure that there is enough power to drive the CPU. Check with a multimeter that there are 3.3V on the voltage regulator.
