You get the latest version of MorphOS with every
Pegasos.

No, the version for PowerUp boards is just only
available for internal developers/betatesters but has
the same features as the Pegasos version.

MorphOS already runs on BlizzPPC (since public
beta 0.2/0.3 IIRC) so I see no reason why it shouldn't
be released for it :)

I think you misunderstood Nicholas. The current
version of MorphOS is also available for PowerUp
cards, just not for public users yet. Because of  
many external cards/drivers you have to support
(clockport, various PCI boards etc.) there is of
course more work and internal testing needed until
you can release it.

Please have also in mind that Mr Carda said in
Aachen that the version of MorphOS for PowerUp
cards will "probably be for free".
