Your slagging off the wrong people, this isn't Amigaworld.net that you love to bitch about.  This is AmigaWorld.org which is the website to Amitopia magazine.

I know that some people get a little overexcited at the thought of making digs at anything related to A Inc, but a simple check of the link would have shown that you were barking up the wrong tree.

No this is not illegal here in the UK (which unfortunately is stuck in the EU) to run private competitions for subscribers of magazines and services, many magazines do this, some charities here even do this.  It is not morally dubious either to do this.

The law your refering to is to prevent unregulated lotteries.
