The author is Jeremy Reimer.  He did indeed do a review titled The Micro-AmigaOne and Amiga OS4 Developer Prerelease (Update 1), which is also linked to in his review of ZETA OS 1.0.

From the Performance and conclusions section of the Zeta review:
