Check between the two middle pins of the bottom row of the mouse port. there should be 5v there. On later motherboards, there's a fuse for this - it looks like a resistor with no color bands. On older boards, a trace on the motherboard burns up. But it can still be fixed with a bit of 30ga wire.
I saw enough of that when I repaired Amigas that I wired an LED & limiting resistor to a DB9 plug for a quick tester. :-)

The buttons don't need power, they're just switches. That's why they work and the motion does not. There is circuitry in the mouse that needs power.
If you've got the rev 6 motherboard, it sounds like the fuse is blown. Not exactly a Radio Shack part, but you should be able to get one from a real electronics distributor. I think we got them from Mouser, but that's over here in the US. I don't know the EU dealers.
