I don't think you're going to find a flatbed scanner that fast. You're not going to be able to move the scan head fast enough. When I was at EDS we had a HP sheet-fed scanner that was that fast, in B&W only.

Yeah, that ought to be doable, as the others have said. My ancient Umax S12 using the doc feeder might come close. It's been a while since I timed it.
