your hdd or hdd cable could be causing this or a faulty PSU (try one from an A500 it's a bit more juicy if you feel there is too much power consumption)
If you have an accellerator card that also could be the problem.
I had an Apollo 040/40Mhz card long time ago and it did just that
then i got myself a phase 5 ppc card :-D
