UAE and Amiga Forever. There you go. Okay, Amiga Forever isn't free. Most of what you are talking about is available with Amiga Forever. Don't have a X86 PC. Get UAE for you platform and use the files off of the Amiga Forever CD.
Though AmigaOS in its various versions are out there in the wild (p2p) if you look.

That wouldn't work for a number of reasons. Such as, Chipset specific code, multiple liceneced IP holders on various parts of the OS, would have to be rewritten in a cross platfrom way from the mix of C, 68K asm, and BCPL.
Then again why not just licence Amiga OS 4.x

I hear Tripos has been made opensource...

Looks like an AROS discussion. AKA an opensource (free) reimplemention of Amiga OS. There you go. A free AmigaOS that can be taken cross platform. Not sure what this has to to with KMOS or Hyperion.
