Looking for name of space-sci-fi game

Does anybody know what game this is? I used to play it a TON in the late 80s/early 90s:

It's a space strategy game where the planets are in what looks like a 3D crystal ball. You can rotate the ball to see the planets 3d location. You start with one planet at the bottom, the computer with one (or more?) at the top. You then send ships to colonize new planets and eventually conquer all planets. The you move on to the next galaxy.

I remember very little about combat or research, but I do remember being able to rotate the galaxy in this 3D "ball".
