For OS3.1 you might need to update to the latest installer??

Remember to unarchive on the Amiga and not on the PC if you are transferring files over.

Time for a fresh installation of AmigaOS?

It sounds to me that you've installed/deleted something which is now affecting installer. It looks like you did it on both your OS3.9 and OS3.1 partitions.

Perhaps a quick look at your startup-sequence, user-startup will show you the problem?

I've installed MUI on OS3.1 countless times without error.

RTFM first, go over the manual install as described in the Poseidon GUIDE:

1)Does the file LIBS:poseidon.library exist?
2)Does the file DEVS:USBHardware/subwayusb.device exist?
3)Does the file SYS:Classes/USB/massstorage.class exist?
4)Does the file C:AddUSBClasses exist?
5)Does the file C:AddUSBHardware exist?
6)Does the file C:PsdErrorLog exist?
7)Does the file C:PsdDevLister exist?
8)Does the file C:PenCamTool exist?
9)Does the file SYS:Prefs/Trident exist?
...
...
20)Does your startup sequence have the lines:
 ENVARC:PsdStackloader
 LoadModule DEVS:input.device QUIET
21)Does the file SYS:Storage/DOSDrivers/UMSD exist?
