The Blizzard has the option to insert waitstates in the memory interface.

See their special CPU060 tool as to how to do it.

You cannot change the multiplier but you can change the crystal. Before changing the crystal you can activate precharge, preload and waitstates so that after you increase the RAM speed it still works.
