If I understand it correctly, AROS will run a modified Aniga OS on a PC, and essentially turn the PC into an "Amiga"?

Not quite. AROS is a reimplementation which is not binary compatible.

Can I install AROS on one of my old PC's and turn it into a Miggy?

Depends on your definition of "Miggy". AROS doesn't run amiga binaries, except thru UAE.

MorphOS on the other hand runs OS friendly amiga applications directly.

But of course MorphOS can't be installed one of his "old PCs"... ;-)
