Creating VideoCD-compliant MPGs using FFMpeg or Mencoder?

Hi.
I want to convert movies from different formats into VCD-compliant MPGs using either FFMpeg or Mencoder, in order to pass them to VCDGear and create VideoCD disks that will play on a home DVD player.
No matter what arguments i have used, the converted movies always have some A/V sync problems, etc.
Could anyone who has done this successfully paste the exact command-line that he is using?

 This will certainly not produce a VCD compliant MPG.
As for the Mencoder's manual, (second link) i have tried the suggested arguments for creating VCDs without much success.

 :-D Don't even mention it. It was just a post pretty relative to what i asked and therefore far from being useless. :-)
