Adjusting downloading/uploading speed?

  Hi.
 I see that only a small fraction of the available Amiga internet clients support this function. One that i can remember right now is AmiTradeCenter.
 Is there a way to control dl/ul speed globally in AOS 3 and MOS?
A1200 PPC user.

 I know that Amiga tcp/ip stacks doesn't have this feature, but i believe that it's something not so hard to implement. Thus i thought to ask in case there is a patch for this or something. I think it's just a matter of patching the network device (cnet, serial, etc) but it may not be so simple, i don't know.

 It can be useful in many situlations.
 For example, when you have a slow connection and you dowload and upload files simultaneously. It would be useful to limit the upload bandwith in favour of the download one.
