It sounds like your trying to get the Amiga IP by dhcp. If that is the case genesis doesn't support dhcp. Set the IP manually.
There is suppose to be a plugin for genesis that makes support for dhcp, but I can't remeber it's name.

Regarding that pcmcia bug, there is a patch on aminet that's called "cardreset" or something like that. It worked for me.

Here's what works for me:

IP: Set it to a free IP outside of the dhcp ip-pool range.
    My router has 192.168.1.1-192.168.1.32 as it's pool.
    I use 192.168.1.96 for my amiga. I know it's free

Mask: 255.255.255.0

Gateway: Should be the same IP as your router.
         My router has 192.168.1.254 as its ip and this is
         what I've set as my gateway on the amiga.

DNS: This should be the dns that your ISP has told you to use.
     In other words the same numbers that your router use as DNS.
     
When you have entered your dns numbers press 'enter' instead of 'Add'.

Sounds like dns lookup doesn't have the right ip.
Try to insert "http://216.239.59.103/" (google.com) as adr. in your amiga browser.

Are you sure your router's ip is 192.168.1.2? What ip do you use when you log into the router preferences?

I actually started to download several different Netgear router manuals from that site you linked to. Plan was to find their default ip. :-D
