Does having 3.1 ROMS. . . .

Hi,
   Just was wondering if Having the 3.1 ROMS or Kickstarts, I forget which it's called, installed in your computer, (anyone of your choice), preclude you from booting up or using the 1.3 needed for older Amiga games and programs? Thanks.
